There are four categories where names are withheld.
1. Where children are involved, either as perpetrators or victims. When a child is a victim it is to preserve their privacy and even the names of adults that could lead to exposing the child's name may be withheld. When the perpetrator is a child it is believed that it would be 'unfair' to saddle them with a public record at such a young age so they are given anonymity. Sometimes the child is named at the trial but is given a new identity after their release, as was the case with the Bulger murderers and the murderess Mary Bell.
2. Where National Security is involved some witness identities might be kept secret, also where undercover police or such were involved.
3. Rape cases where the victim or complainant often has their identity hidden.
4. In quasi legal cases, public enquiries, inquests and so on, where the identities of serving police officers may be withheld, as in the Jean Charles Menezes inquest.

What relevance does this link have to the question? Both victim and perpetrator are named.
In most cases, it is illegal to identify a young person charged with a crime, because they are not considered adults. A 15 yr old charged with murder will often be named, since they are often tried in adult court. It all depends on the severity of the crime, and whether adult intent is claimed.
On the other hand, looking at this goon, I'd also suggest he's not an adult mentally, which begs the question of why he was left alone with a small child.
They concealed his identity during the trial because of his legal defense (manslaughter on the grounds of diminished responsibility). Once his attempted legal defense was dismissed and he was convicted of murder, there was no longer a valid reason to keep his identity concealed.
The killer was clearly defective and his life should be terminated, the same as the little girls was.
